Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add hot water while stirring with a fork until the mixture starts to come together.

Transfer the dough onto a floured surface and knead for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for at least 30 minutes.

In a mixing bowl, chop the shrimp into small pieces. Combine with shredded cabbage, green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and pepper. Mix well to combine.

Divide the rested dough into small balls. Roll each ball into a thin circle (about 3 inches in diameter) on a floured surface.

Place about 1 tablespoon of filling in the center of each dough circle. Fold the circle in half and pinch the edges to seal tightly. You can create pleats for a decorative touch.

Heat vegetable oil in a large skillet over medium heat. Arrange the gyoza in the skillet and fry for about 2-3 minutes until the bottoms are golden brown.

Add 1/4 cup of water to the skillet and cover immediately. Let the gyoza steam for 5-7 minutes until cooked through. Remove the lid and let any remaining water evaporate.
