Preparation of Filling

    Prepare the Vegetables

    Shred the cabbage, grate the carrot, and thinly slice the bell pepper. Chop the green onions and mince the garlic.

    Mix the Filling

    In a large bowl, combine shredded cabbage, grated carrot, sliced bell pepper, chopped green onions, and minced garlic. Add soy sauce, sesame oil, salt, and pepper to the vegetable mixture. Mix thoroughly until all ingredients are well incorporated.

Assembling the Spring Rolls

    Prepare the Wrappers

    Lay a spring roll wrapper on a clean, flat surface with one corner pointing towards you.

    Fill the Wrapper

    Place about 2 tablespoons of the vegetable filling near the corner of the wrapper closest to you. Fold the corner over the filling, then fold in the sides and roll tightly away from you. Seal the edge with a little water.

    Repeat

    Repeat the filling and rolling process until all the filling is used up. You should have 4 spring rolls.

Frying the Spring Rolls

    Heat the Oil

    In a deep frying pan or wok, heat vegetable oil over medium-high heat until it reaches around 350°F (175°C).

    Fry the Spring Rolls

    Carefully add the spring rolls to the hot oil, frying them in batches if necessary. Fry for about 3-4 minutes on each side or until they are golden brown and crispy.

    Drain and Serve

    Remove the fried spring rolls using a slotted spoon and place them on paper towels to drain excess oil. Serve hot with your choice of dipping sauce.
