Parboil
Place the cut potatoes in a medium saucepan and add about 1 cup water and 1 teaspoon kosher salt. The water should come just up to the bottom third of the potatoes (not fully submerging) — enough to create steam and start cooking. Bring to a simmer over medium-high heat, then reduce to medium and cook, covered, for 6–8 minutes until the edges begin to soften but the centers are still firm. Drain thoroughly in a colander and let steam-dry for 2–3 minutes.

Heat pan
Heat a large heavy skillet (10–12 inch) over medium-high heat until hot. Add 2 tablespoons olive oil and 1 tablespoon butter; swirl until butter foams and oil shimmers.

Sauté potatoes
Add the drained potatoes in a single layer, cut-side down where possible. Let cook undisturbed for 4–5 minutes to develop a golden-brown crust. Use a spatula to turn the potatoes so different sides brown evenly; continue cooking and turning for another 5–7 minutes until all sides are nicely browned and potatoes are cooked through (a paring knife should meet little resistance).

Add aromatics and herbs
Reduce heat to medium. Push potatoes to the perimeter of the pan and add the minced garlic, chopped rosemary, and thyme to the oil and butter in the center. Sauté briefly for 30–45 seconds until fragrant (do not let garlic burn), then toss with the potatoes so the aromatics coat them evenly.

Season and finish
Sprinkle in the smoked paprika (if using), 1 teaspoon kosher salt, and 1/2 teaspoon black pepper. Continue to cook and gently toss for 1–2 minutes to marry flavors. Turn off the heat and stir in the chopped parsley and 1 teaspoon fresh lemon juice, if using, to brighten the dish. Taste and adjust seasoning.

Transfer the herbed sautéed potatoes to a serving dish. Serve hot as a side to protein or brunch dishes.
