In a large mixing bowl, whisk together bread flour and coarse sea salt. Create a well, add foamy yeast mixture and 2 tablespoons olive oil; mix until a shaggy dough forms.

Meanwhile, prepare a rosemary-garlic oil: in a small bowl, combine remaining olive oil with minced garlic and chopped rosemary; let flavors infuse for about 15 minutes.
