Soak breadcrumbs
In a small bowl combine the fresh breadcrumbs and milk; let sit 5 minutes until absorbed.

Mix meatball mixture
In a large bowl add ground beef, ground pork, soaked breadcrumbs, egg, grated Parmesan, chopped parsley, minced garlic, salt and pepper. Gently combine with your hands or a spoon until just evenly mixed; avoid overworking to keep meatballs tender.

Form meatballs
Portion mixture into 8 evenly sized meatballs (about 2 ounces / 55 g each). Roll between your palms to form compact balls, keeping them slightly loose in the center so they stay tender.

Sear and finish cooking
Heat 2 tablespoons olive oil in a large skillet over medium-high heat. When shimmering, add meatballs in a single layer, not overcrowding the pan—sear 2–3 minutes per side until browned (rotate to get most sides browned). Reduce heat to medium-low, add 1/4 cup water to the pan, cover, and steam 6–8 minutes until internal temperature reaches 160°F (71°C). Remove meatballs to a plate and tent loosely with foil.
Garlic Oil

While meatballs cook, make the garlic oil: combine 1/4 cup extra-virgin olive oil, sliced garlic, red pepper flakes and 1/4 teaspoon salt in a small saucepan. Warm over low heat for 5–7 minutes until garlic is soft, fragrant and just turning golden (do not let it brown). Remove from heat and let infuse for 5 minutes, then strain or leave garlic in oil per preference. Keep warm or room temperature.

Prepare rolls
Preheat oven broiler to high (or 425°F/220°C if using oven). Split the hero rolls lengthwise, leaving a hinge if desired. Brush cut sides lightly with 1–2 teaspoons of the garlic oil. Place rolls cut-side up under the broiler for 1–2 minutes until just toasted and fragrant—watch carefully to avoid burning.

Assemble filling
Place 4 meatballs in each roll (or 3 large ones if you made fewer/larger). Spoon a little of the reserved garlic oil over the meatballs (about 1 teaspoon per roll). Layer roasted red pepper strips over the meatballs (about 3–4 tablespoons per roll), add mozzarella (1/2 cup per roll) and tuck 6 fresh basil leaves among the meatballs and peppers. Season peppers and basil with a light pinch (about 1/8 tsp) of salt and 1/8 tsp freshly ground black pepper split between the sandwiches.

Melt cheese and finish
Return assembled sandwiches to the oven on a baking sheet and broil or bake at 425°F/220°C for 2–4 minutes until the cheese melts and edges of the bread are golden. Alternatively, wrap sandwiches in foil and warm in a 350°F/175°C oven for 8–10 minutes to meld flavors.

Serve
Remove from oven, drizzle any remaining garlic oil over the top if desired, add a few fresh basil leaves for brightness, slice in half, and serve immediately.
