Preparation of Filling

Prepare the Vegetables
In a large mixing bowl, combine the julienned carrots, finely shredded cabbage, thinly sliced bell pepper, and chopped green onions.

Add Flavor
Add minced garlic, soy sauce, and sesame oil to the vegetable mixture. Toss everything together until well combined. Set aside.
Rolling the Spring Rolls

Wrap the Filling
Take a spring roll wrapper and place it on a clean surface with one corner pointing towards you. Spoon 2-3 tablespoons of the vegetable filling onto the wrapper, about 2 inches from the bottom corner.

Roll It Up
Fold the bottom corner over the filling, then fold in the sides, and roll tightly towards the top corner. Ensure the filling is secure. Repeat with remaining wrappers and filling.
Frying

Heat the Oil
In a large frying pan or wok, heat the vegetable oil over medium-high heat until hot but not smoking.

Fry the Spring Rolls
Carefully add the spring rolls to the hot oil, a few at a time. Fry for about 3-4 minutes or until golden brown and crispy. Make sure to turn them occasionally for even cooking.

Drain and Serve
Once golden, remove the spring rolls from the oil and place them on a paper towel-lined plate to drain excess oil. Serve hot with dipping sauce of your choice.
