1. Prepare the Dried Chilies
Remove the stems and seeds from the dried chili peppers. Rinse them under cold water.
2. Soak the Chilies
In a small pot, combine the rinsed chilies and water. Bring to a boil, then reduce heat and simmer for 10 minutes until the chilies are soft.
3. Blend the Sauce
Transfer the softened chilies and soaking water to a blender. Add lime juice, garlic, salt, sugar, and ground cumin. Blend until smooth.
5. Cook the Sauce
Pour the blended sauce into the saucepan. Cook for 5 minutes, stirring occasionally, until heated through and slightly thickened.
6. Serve
Remove from heat and let cool slightly before serving as a dip.
