Prepare the Jalapeños
Slice the jalapeños into thin rounds, removing the seeds if you prefer less heat.

Make the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until the batter is smooth and thick.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Jalapeños
Dip each jalapeño slice into the batter, allowing any excess to drip off. Carefully place the battered jalapeños into the hot oil. Fry in batches for about 3-4 minutes or until golden brown and crispy.

Drain and Serve
Remove the fried jalapeños from the oil and place them on a paper towel-lined plate to drain excess oil. Serve hot with ranch dressing for dipping.
