Make the Filling
In a large skillet over medium heat, combine the ground beef, ground pork, chopped onion, minced garlic, and chopped green bell pepper. Cook until the meat is browned and the vegetables are tender, about 10 minutes. Drain excess fat.

Season the Mixture
Add cayenne pepper, black pepper, salt, and Worcestershire sauce to the meat mixture. Stir well and let it simmer for an additional 5 minutes. Remove from heat and let cool.

Prepare the Pastry Dough
Roll out the pastry dough on a lightly floured surface to about 1/8 inch thick. Cut into 5-inch circles.

Fill the Pastries
Place a tablespoon of the meat filling in the center of each pastry circle. Fold the dough over to create a half-moon shape and crimp the edges with a fork to seal.

Fry the Pies
In a deep skillet or fryer, heat vegetable oil to 350°F (175°C). Fry the filled pastries in batches until golden brown, about 3-4 minutes per side. Drain on paper towels.

Serve hot with your choice of dipping sauce.
