Make the Dough
In a large bowl, combine warm water, sugar, and yeast. Let it sit for 10 minutes until frothy. Add flour, baking powder, salt, and vegetable oil. Knead until smooth. Cover and let rise for 1 hour.

Prepare the Filling
In a pan, heat sesame oil over medium heat. Sauté garlic and ginger until fragrant. Add shiitake mushrooms and cook until softened. Stir in soy sauce and green onions; season with salt and pepper. Remove from heat.

Assemble the Bao
Divide the dough into 10 equal pieces. Roll each piece into a circle, place a spoonful of filling in the center, and pinch the edges to seal. Place on parchment paper squares.

Steam the Bao
Bring water to a boil in a steamer. Arrange bao in the steamer, cover, and steam for 15-20 minutes until fluffy and cooked through.
