Caramelize onions
Heat 1 tablespoon vegetable oil and 1/2 tablespoon butter in a large skillet over medium heat. Add the thinly sliced onions and a pinch (about 1/8 tsp) of salt. Cook, stirring occasionally, until onions are soft and golden-brown, about 12–18 minutes. If they brown too quickly, lower heat and add a splash (1–2 tbsp) water. In the last 2 minutes add the minced garlic and cook until fragrant. Transfer onions to a bowl and set aside.
Cook steak
Increase heat to medium-high and add the remaining 1 tablespoon oil to the same skillet. Add the thinly sliced steak in a single even layer (work in two batches if needed to avoid steaming). Season with 3/4 tsp salt and 1/2 tsp black pepper. Sear undisturbed for 30–60 seconds, then stir and break up any large pieces. Sprinkle 1 teaspoon flour over the meat and stir to coat.
Make pan jus
Deglaze the skillet with 1 tablespoon Worcestershire sauce and 1 cup beef broth, scraping up browned bits. Add the cooked onions back to the pan. Stir in 1/2 tsp dried oregano and 1/4 tsp red pepper flakes if using. Reduce heat to medium and simmer until the liquid is slightly reduced and coats the meat lightly, about 3–4 minutes. Taste and adjust seasoning with remaining black pepper and salt if necessary.
Assemble sandwiches
Preheat the broiler or a 400°F (205°C) oven. Open each hoagie roll and, if desired, spread a little butter on the inside faces. Pile roughly 4 oz (about 1/4 lb) of the steak and onion mixture into each roll. Top each sandwich evenly with 2 oz shredded/sliced mozzarella. Place sandwiches on a baking sheet.
Melt cheese and finish
Broil sandwiches 2–4 inches from the broiler element for 1–2 minutes or until mozzarella is melted and bubbly (watch closely to avoid burning). Alternatively bake at 400°F for 4–6 minutes until cheese melts. Remove from oven, sprinkle with chopped fresh parsley if using, and serve immediately with any remaining pan jus on the side for dipping.
