Prepare spices
Lightly crush the cardamom pods and peppercorns using the back of a knife or mortar and pestle. Slice the ginger into thin rounds. Break the cinnamon stick into smaller pieces if needed so it fits the pot.

Simmer base
In a small saucepan, combine 2 cups water, the crushed cardamom, cinnamon stick, cloves, crushed peppercorns, sliced ginger, and star anise if using. Bring to a gentle boil over medium-high heat.

Infuse spices
Once boiling, reduce heat to low and simmer gently, uncovered, for 8 minutes to extract spice flavors. Keep an eye so it doesn't boil away aggressively.

Sweeten and steep
Stir in 3 tablespoons brown sugar and simmer very gently for 3–4 minutes, stirring occasionally, to let the tea and sugar steep with the spices and milk. Taste and adjust sweetness if desired.

Finish with vanilla
Remove the pot from heat and stir in 1 teaspoon vanilla extract. Let the concentrate sit off heat for 3 minutes to settle.

Strain
Strain the mixture through a fine-mesh sieve or cheesecloth into a heatproof pitcher to remove tea leaves and spices. Press gently on solids to extract liquid but avoid pushing too much sediment through. You now have roughly 2 cups of chai concentrate. Refrigerate any unused concentrate up to 4 days.

Sweeten and finish
If desired, stir in up to 1 teaspoon additional sweetener (honey or simple syrup). Spoon milk foam on top and dust lightly with ground cinnamon.
