In a medium saucepan set over medium heat, melt the unsalted butter. Once melted and foamy (about 30–45 seconds), add the all-purpose flour and whisk continuously for 1 to 1½ minutes until the mixture is bubbly and lightly golden—this cooks out the raw flour flavor.

Gradually pour in the whole milk while whisking constantly to avoid lumps. After the milk is incorporated and smooth, whisk in the heavy cream. Continue cooking and whisking until the sauce comes to a gentle simmer and begins to thicken, about 3–5 minutes.

Flavor the sauce
Reduce heat to low. Stir in the minced garlic, dijon mustard, Worcestershire sauce, and half (about 1½ oz) of the crumbled bleu cheese. Whisk until the cheese begins to melt and integrate into the sauce.

Finish with cheese and seasonings
Remove the pan from heat and add the remaining bleu cheese, stirring gently so you keep some small crumbles for texture. Season with freshly ground black pepper, salt, and lemon juice. Taste and adjust seasoning as desired.

If using, stir in the chopped fresh chives. Keep the sauce warm over very low heat or in a thermos; if it thickens too much, whisk in 1–2 tablespoons of milk to reach desired consistency. Serve warm over starters such as buffalo wings, grilled steak bites, roasted vegetables, or as a dipping sauce.
