    In a large mixing bowl, whisk together the all-purpose flour, baking powder, baking soda, and salt until well combined.

    Cut in Butter

    Add the unsalted butter to the dry ingredients. Using a pastry cutter or your fingers, cut the butter into the flour mixture until it resembles coarse crumbs.

    Add Buttermilk

    Make a well in the center of the mixture and pour in the buttermilk. Stir gently until just combined. Do not overmix.

    Turn the dough out onto a floured surface and gently knead it 3-4 times until it holds together. Pat it into a 1-inch thick rectangle.
