Combine liquids and spices
In a medium saucepan combine 3 cups water, the toasted whole spices, sliced fresh ginger, and star anise if using. Bring to a gentle simmer over medium heat.

Simmer to infuse
Reduce heat to low and simmer the spiced water for 10 minutes, partially covered, to extract flavors from the spices and ginger. Maintain a very gentle simmer to avoid reducing too fast.

Add tea and milk
After 10 minutes, add the black tea leaves and 2 cups whole milk to the saucepan. Increase heat just until the mixture comes to a low boil, then immediately reduce to the lowest heat. Let gently steep for 4 minutes; avoid prolonged rolling boil which can scorch milk and make tea bitter.

Sweeten and finish
Stir in 3 tablespoons brown sugar and 1 teaspoon vanilla extract until dissolved. Taste and adjust sweetness if desired. Remove from heat and strain the concentrate through a fine mesh sieve or cheesecloth into a heatproof container, pressing on solids to extract liquid. Discard solids.

Store
Let the concentrate cool slightly, then refrigerate in a sealed jar for up to 4–5 days. Reheat gently before using; do not boil.
To Prepare Latte

Heat and froth milk
Heat 1 cup milk to about 150°F (65°C). Froth with a steam wand, handheld frother, or whisk until foamy and approximately doubled in volume if you prefer a foamy latte. For a lighter drink, use less froth.

Garnish and serve
Dust with about 1/4 teaspoon ground cinnamon. Add additional sweetener to taste if desired. Serve immediately.
