    Prepare mussels

    Rinse mussels under cold running water. Discard any with broken shells or that do not close when tapped. Using a small knife or your fingers, remove the beard (the fibrous tuft) from each mussel and scrub the shells to remove grit. Keep mussels cold until ready to cook.

    Aromatics

    In a large heavy-bottomed pot or deep skillet with a tight-fitting lid, heat the butter and olive oil over medium heat until butter is melted and foamy. Add the minced shallot and cook, stirring, until softened and translucent, about 2–3 minutes. Add the minced garlic and red pepper flakes and cook 30–45 seconds until fragrant, taking care not to brown the garlic.

    Deglaze and build broth

    Pour in the white wine to deglaze the pan, scraping up any browned bits. Allow the wine to simmer and reduce by about half, 1–2 minutes. Add the chicken or seafood stock and bring the mixture to a simmer.

    Cook mussels

    Add the prepared mussels to the simmering broth, then cover the pot tightly. Steam the mussels over medium-high heat for 4–6 minutes, shaking the pot once or twice, until the mussels have opened. Check after 4 minutes: most should be open; remove any that open fully and continue steaming the rest. Discard any mussels that remain closed after cooking.

    Finish

    Remove the pot from the heat. Stir in the lemon juice, chopped parsley, salt, and black pepper. Taste the broth and adjust seasoning as needed. If desired, swirl in an extra tablespoon of butter for a glossier sauce.

    Serve

    Ladle mussels and broth into shallow bowls or serve straight from the pot. Serve immediately with crusty bread slices for dipping and lemon wedges on the side.
