Prepare Calamari
If whole calamari isn't pre-cleaned, remove beak, innards, and cartilage. Rinse rings and tentacles under cold water and pat dry thoroughly with paper towels. Drying is critical for a crisp fry.
Place the dried calamari in a bowl and add milk (or buttermilk), lemon juice, minced garlic, kosher salt, and freshly ground black pepper. Toss to coat, cover, and refrigerate 20–30 minutes. This tenderizes and seasons the calamari without making it soggy.
Breading
While calamari marinates, combine the flour, cornmeal (or panko), grated Parmesan, garlic powder, paprika, dried oregano, salt, and black pepper in a shallow wide bowl or rimmed tray. Whisk to ensure even distribution and break up any lumps of Parmesan.
Set up a dredging station: the seasoned breading in one tray and a wire rack lined baking sheet for finished pieces. You can also use a second tray for the wet calamari if desired.
Frying
Heat oil in a heavy-bottomed pot or deep fryer to 350°F (175°C). Use a candy/deep-fry thermometer to maintain temperature. About 3–4 cups of oil in a medium pot should give a 2–3 inch fry depth.
Carefully lower a few pieces into the hot oil. Fry until golden and crisp, about 1.5–2.5 minutes per batch, turning if needed. Smaller rings may finish faster — watch closely. Do not overcook; calamari cooks quickly.
Use a slotted spoon to transfer fried calamari to the wire rack set over a baking sheet to drain and stay crisp. Season lightly with flaky sea salt immediately while hot. Keep finished batches in a warm oven (200°F / 95°C) if needed while you finish remaining calamari.
Pickled Banana Pepper Toss
Combine the drained sliced pickled banana peppers, olive oil, lemon zest, chopped parsley, red pepper flakes, and a pinch of salt in a small bowl. Stir and taste; adjust lemon zest or oil to balance acidity. The mixture should be bright and a little tangy.
When all calamari is fried, place them in a large bowl. Spoon the pickled banana pepper mixture over the hot calamari and gently toss 2–3 times to coat. The heat from the calamari will slightly bloom the flavors and warm the peppers.
Finishing and Serving
Transfer the tossed calamari to a serving platter. Sprinkle the finishing 1/4 cup of grated Parmesan evenly over the top and scatter chopped parsley if desired. Add lemon wedges around the platter.
Serve immediately with warmed marinara sauce in a small bowl for dipping and extra lemon wedges. Recommend guests squeeze lemon over their portion and dip in marinara as desired.
