Thaw and warm corn
If using frozen corn, place kernels in a colander and run under warm water to separate; drain well. In a medium saucepan over medium heat, melt 1 tablespoon of butter. Add the drained corn and cook, stirring, for 3–4 minutes until warmed through and slightly tender.

Simmer with milk
Pour in the milk and add salt and black pepper. Bring to a gentle simmer, reduce heat to low, and cook for 4–5 minutes, stirring occasionally, until most of the liquid is absorbed but the mixture remains moist.
Aromatics & Sauté

Sauté onion and garlic
While the corn simmers, heat the remaining 1 tablespoon butter in a small skillet over medium heat. Add the diced onion and cook 3–4 minutes until softened and translucent. Add minced garlic and cook 30–45 seconds until fragrant. Transfer the softened aromatics into the saucepan with the corn and stir to combine.
Cheese & Creaminess

Add cream cheese and cheeses
Turn the heat to low. Add the softened cream cheese to the corn mixture in dollops, stirring until fully melted and incorporated. Stir in the shredded cheddar until melted and the mixture is creamy. Finally, stir in the grated Parmesan for additional savory depth.

Adjust texture
If the mixture is too thick, add up to 2 tablespoons more milk, 1 tablespoon at a time, to reach a creamy but spoonable consistency. Taste and adjust seasoning if needed.
Finishing & Serve

Fold in smoked paprika, crushed red pepper flakes, and lemon juice (if using) to brighten flavors. Sprinkle chopped chives over the top and give a final stir.
