Preheat the Oven
Preheat your oven to 350°F (175°C).

Cook the Ground Beef
In a large skillet over medium heat, add the ground beef and diced onion. Cook until the beef is browned and the onion is translucent. Drain any excess fat.

Mix Ingredients
In a large mixing bowl, combine the cooked ground beef, cream of mushroom soup, milk, garlic powder, salt, and black pepper. Stir until well combined.

In a greased 9x13 inch baking dish, spread half of the frozen tater tots evenly on the bottom. Pour the beef and soup mixture over the tater tots, and then top with the remaining tater tots.

Sprinkle the 2 cups of shredded cheddar cheese evenly over the top of the casserole.

Bake the Casserole
Cover the baking dish with aluminum foil and bake in the preheated oven for 30 minutes. Then, remove the foil, add the additional cup of shredded cheddar cheese on top, and bake uncovered for another 15-20 minutes, or until the tater tots are golden brown and the cheese is bubbly.
