Prepare Gelatin
In a small bowl, sprinkle the gelatin over the water and let it sit for about 5-10 minutes to bloom.

Heat Cream Mixture
In a saucepan, combine the heavy cream, whole milk, sugar, and vanilla extract. Heat over medium heat until the sugar is dissolved and the mixture is hot but not boiling.

Combine Gelatin
Remove the saucepan from heat. Stir the bloomed gelatin into the hot cream mixture until fully dissolved.

Pour and Chill
Pour the mixture into individual serving cups or molds. Refrigerate for at least 4 hours, or until set.

Prepare Berry Coulis
While the panna cotta is chilling, prepare the berry coulis by blending fresh or frozen berries with a little sugar to taste. Strain if desired.

Serve
Once the panna cotta is set, serve it topped with the berry coulis.
