Prepare the Corn Tortillas
Cut the corn tortillas into triangles. Each tortilla can be cut into 6-8 wedges, depending on your preference.

Heat the Oil
In a large saucepan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Tortilla Chips
Carefully add the tortilla wedges in batches to the hot oil. Fry them for 2-3 minutes or until they are golden brown and crispy. Remove them with a slotted spoon and place them on a paper towel-lined plate to drain excess oil. Sprinkle with salt while still hot.

Melt the Cheeses
In a medium saucepan over low heat, combine the white cheddar cheese, Monterey Jack cheese, heavy cream, and cream cheese. Stir frequently until all the cheeses are melted and the mixture is smooth.

Add Flavorings
Once the cheese mixture is smooth, add the diced green chilies, garlic powder, onion powder, and salt. Stir to combine and heat for an additional 2-3 minutes, ensuring everything is well mixed and heated through.

Garnish
Remove from heat and add fresh cilantro to taste. Stir well and keep warm until ready to serve.
