Prepare the Beef Filling

Cook the Beef
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a spoon, about 5-7 minutes.

Season the Mixture
Stir in the chili powder, cumin, salt, and black pepper. Mix thoroughly.

Add Water
Pour in the water and bring the mixture to a simmer. Cook for another 5 minutes until the mixture thickens slightly.
Prepare Taco Shells

Warm the Shells
If using soft tortillas, warm them in a skillet for about 30 seconds on each side. For hard taco shells, follow the package instructions to heat them in the oven.
Assemble the Tacos

Fill the Shells
Take the taco shells and fill each with a generous amount of the beef mixture.

Add Toppings
Top the beef with shredded lettuce, diced tomatoes, and shredded cheese. Add salsa and sour cream as desired.
