Rinse and par-cook rice
Rinse the basmati rice under cold water until the water runs clear to remove surface starch. Soak the rinsed rice in water for 20–30 minutes. Drain. In a heavy-bottomed pot, bring 2.5 cups water to a boil with 1 tsp salt and a teaspoon of oil (optional). Add the drained rice, stir once, reduce heat to a gentle simmer, cover, and cook for 6–7 minutes until rice is about 70–80% cooked (grains should still have a slight bite). Drain any excess water and set rice aside spread on a tray to stop further cooking.

If you prefer, you can fully cook rice with slightly less water and proceed, but par-cooking helps keep the final rice fluffy.
Paneer & Marinade

Marinate paneer
In a bowl, combine yogurt, ginger-garlic paste, Kashmiri red chili powder, turmeric, garam masala, lemon juice, and 0.75 tsp salt. Add paneer cubes and gently toss so cubes are coated. Marinate for 15–20 minutes. If using store-bought firm paneer, you can lightly press cubes between paper towels before marinating to remove excess moisture.

Pan-fry paneer (optional but recommended)
Heat 2 tbs oil or ghee in a nonstick skillet over medium-high heat. When hot, add marinated paneer in a single layer and sear for 1.5–2 minutes per side until golden (work in batches if needed). Remove and drain on paper towels. Frying gives texture and prevents paneer from turning mushy in biryani. Reserve any small amount of marinade left in the bowl for later.

Prepare base masala
Heat 3 tbs oil or ghee in a heavy-bottomed pot (that has a tight-fitting lid). Add whole cumin seeds, bay leaf, cinnamon stick, green cardamom, cloves, and peppercorns. Sauté for 30 seconds until aromatic. Add sliced onions and cook over medium heat, stirring often, until they turn golden brown and caramelized (about 12–15 minutes). Reserve about 3–4 tbs of these browned onions if you want extra garnish.

Add minced garlic and julienned ginger; sauté for 30–45 seconds until fragrant. Add chopped tomato and slit green chilies. Cook until tomato softens and oil begins to separate (about 5–6 minutes).

Stir in chopped cilantro, mint leaves, and green peas. Add the reserved small amount of marinade (if any) and 0.25–0.5 tsp salt, adjusting to taste. Cook for 2–3 minutes to combine flavors. If the mixture looks too dry, add 1–2 tbs water.
Assembling Biryani

Layering
Remove about one-third of the cooked vegetable-masala from the pot and layer the pan-fried paneer evenly over the remaining masala in the pot. Sprinkle half of the chopped cilantro and mint and half of the fried onions over the paneer. Gently spread one-third of the par-cooked rice over the paneer in an even layer. Repeat another layer with the reserved vegetable-masala, remaining paneer (if any), herbs, fried onions, and another third of the rice. Finish with the last of the rice in an even top layer.

Saffron milk and final flavoring
If using saffron, steep saffron strands in 2 tbs warm milk for 5 minutes. Drizzle saffron milk over the top layer of rice. Dot 1 tbs ghee over the rice, sprinkle remaining fried onions, remaining cilantro and mint, and drizzle 1 tsp lemon juice. Adjust salt to taste if needed.

Dum (steam) cooking
Cover the pot with a tight-fitting lid. To ensure a good seal, place a kitchen towel between pot and lid (optional) and close. Cook on very low heat for 18–22 minutes to allow flavors to meld and rice to finish cooking. Alternatively, preheat oven to 180°C (350°F), cover the pot with foil and lid, and bake for 18–20 minutes.

After cooking, turn off heat and let the biryani rest, covered, for 10 minutes. This helps set the layers and retain steam.
Finishing & Serving

Gently fluff and serve
Use a wide spatula or fork to gently fluff and mix the layers slightly so paneer and rice are distributed without breaking the paneer too much. Serve hot with raita, sliced cucumber, and salad on the side. Garnish each serving with extra fried onions and a few mint leaves if desired.
