Preheat and prepare
Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper or lightly grease a muffin tin if making individual rolls.

Heat liquids
In a small saucepan over medium heat, combine the whole milk, unsalted butter, olive oil, kosher salt, and granulated sugar. Heat until the butter is fully melted and the mixture is just simmering; do not boil.

Add tapioca
Remove the pan from heat and immediately pour the hot milk-butter mixture over the tapioca flour in a large heatproof bowl. Stir with a wooden spoon until a rough, sticky dough forms and no dry streaks remain. Let the mixture cool 5 minutes so it’s warm but not scalding.

Mix cheeses
In a medium bowl combine the grated Parmesan, grated mozzarella and softened cream cheese. Add the freshly ground black pepper and mix until a uniform, slightly sticky cheese mixture forms.

Combine with dough
Transfer the warm dough to a stand mixer bowl fitted with the paddle (or continue in the large bowl). With the mixer running on low, add the cheese mixture in portions and mix until fully incorporated and the dough is smooth and shiny, about 2–3 minutes. The dough should be elastic and cheesy.

Shape
Using lightly oiled hands or two spoons, portion the dough into 12 equal pieces (about 2 tablespoons each) and shape into rounds. Place on the prepared baking sheet about 1 inch apart (or into prepared muffin cups).

Optional final proof
If you prefer a slightly puffier cheese bread, cover loosely with a clean kitchen towel and let rest 20 minutes at room temperature. They will rise a little.

Bake
Bake in the preheated oven for 15–20 minutes, or until the tops are puffed and lightly golden. Baking time will vary with size; for larger rolls, add a few minutes. The interior should be soft and chewy with a cheesy flavor.

Brush and cool
Remove from oven and immediately brush the tops with melted butter and sprinkle with chopped parsley if using. Let cool 5–10 minutes on the baking sheet before serving so the interior sets slightly.
