Preheat and prepare
Preheat the oven to 425°F (220°C). Line a rimmed baking sheet with parchment paper or lightly oil it to prevent sticking.

Crush garlic and chop rosemary
Smash the garlic cloves with the flat side of a knife and roughly chop them, or mince finely if you prefer less texture. Strip the rosemary leaves from the stems and chop the leaves finely; reserve a small sprig whole for garnish if desired.

Toss with oil and seasonings
Place the halved potatoes in a large bowl. Add the olive oil, chopped rosemary, crushed/minced garlic, coarse sea salt and freshly ground black pepper. Toss thoroughly so each potato is evenly coated. Taste one (careful, it will be uncooked) to check seasoning levels and adjust salt or pepper as needed.

Arrange on baking sheet
Spread the potatoes cut-side down in a single layer on the prepared baking sheet. Give them some space — crowding will cause steaming instead of roasting.

Add parsley and lemon zest
Sprinkle the chopped fresh parsley and lemon zest over the potatoes and toss lightly to combine. Taste and adjust seasoning with a pinch more salt or pepper if required.

Transfer the roasted rosemary new potatoes to a serving dish. Garnish with the reserved rosemary sprig if desired and serve hot.
