Prepare the pork
Pat the pork steaks dry with paper towels. Trim excess fat if desired, but leave a little for flavor. Using a fork or the back of a knife, gently prick the meat so the marinade can penetrate.

Make the marinade
In a bowl, combine soy sauce, dark brown sugar, fish sauce, rice vinegar, 1 tablespoon vegetable oil, minced garlic, and black pepper (and chili flakes if using). Stir until sugar mostly dissolves.

Marinate
Place the pork in a shallow dish or resealable bag and pour the marinade over. Massage to coat both sides thoroughly. Cover and refrigerate for at least 1 hour, preferably 3–4 hours or up to overnight for deeper flavor. Bring to near room temperature 20–30 minutes before cooking.

Prepare caramel
When ready to cook, heat a large heavy skillet (cast iron or stainless) over medium heat. Add 2 tablespoons granulated sugar and 2 tablespoons water to a small, dry saucepan and heat over medium without stirring; swirl the pan occasionally. Watch closely: the mixture will bubble, then turn golden amber in 3–6 minutes. Remove from heat as soon as it reaches a rich amber — carbons quickly burn, so be attentive.

Combine caramel with marinade
Carefully add 3 tablespoons hot water to the caramel (it will steam violently). Stir to dissolve and form a syrup. Transfer the syrup to a bowl and whisk in 1 teaspoon hoisin (if using) and 1 tablespoon lime juice. Reserve.

Sear the pork
Wipe the skillet clean and return to medium-high heat. Add the remaining 1 tablespoon vegetable oil. Remove pork from marinade (reserve marinade). Sear the steaks 2–3 minutes per side without moving until a brown crust forms. Reduce heat to medium. Sear edges briefly if steaks are thicker.

Finish with sauce
Pour the reserved marinade into the skillet alongside the seared pork (careful of splatter). Add the prepared caramel-lime syrup. Cook, spooning sauce over the meat, and simmer for 3–5 minutes until the internal temperature reaches 145°F (63°C) and sauce thickens to a glossy glaze. If sauce reduces too quickly, add a splash of hot water. Taste and adjust: add a pinch of salt or extra lime for brightness.

Rest and garnish
Transfer pork to a cutting board and let rest 5 minutes. Slice across the grain if desired. Spoon remaining pan glaze over the slices. Garnish with thinly sliced scallions and cilantro leaves.

Serve the caramelized pork steaks over steamed jasmine or sticky rice with cucumber slices or quick pickles on the side to cut the richness. Offer extra lime wedges and additional scallions.
