Rinse and Soak Rice

Rinse the basmati rice under cold water until the water runs nearly clear to remove excess starch. Place the rice in a bowl, cover with cold water and soak for 30 minutes. Drain completely.

Bloom Saffron

Crush the saffron threads lightly between your fingers or in a mortar. Place saffron in a small heatproof bowl, pour 2 tablespoons of hot (not boiling) water over it and let steep for at least 10 minutes to extract color and aroma.

Parboil Rice

Bring 12 cups of water to a rolling boil in a large pot. Add 1 tablespoon salt. Add the drained rice and stir once gently to prevent sticking. Boil uncovered for 6–8 minutes until the grains are translucent but still slightly firm in the center (al dente).

Drain Rice

Drain the parboiled rice in a fine-mesh sieve or colander and rinse briefly with warm water to stop cooking. Return rice to the pot or a bowl.

Prepare Pot for Steaming/Tahdig

Melt 2 tablespoons butter with 2 tablespoons vegetable oil in the cleaned large pot over medium-low heat. If using lavash or a thin bread for tahdig, lay it in the bottom of the pot and brush lightly with oil. If making a classic rice crust, skip the bread.

Steam Rice (Chelo)

Spoon the rice back into the pot, mounding it into a pyramid. Using the back of a spoon, poke 6–8 holes through the rice to allow steam to escape. Pour the saffron and its water over a small portion of the rice, mixing gently on top to create streaks of color. Wrap the pot lid in a clean kitchen towel (optional) and place the lid on the pot. Cook over medium heat for 5 minutes to build steam, then reduce to the lowest heat and steam for 30–40 minutes until rice is fully cooked and tahdig (crust) forms at the bottom. Turn off heat and let sit 5 minutes before inverting onto a platter or scooping out rice and preserving tahdig pieces.

Finish Rice

After steaming, melt the remaining 1 tablespoon butter and drizzle over the rice. Gently fluff the rice with a fork. If desired, mix a small extra splash of saffron water into a few tablespoons of rice and reserve as a vivid garnish to place on top of the chelo when serving.

Prepare Lamb

Pat lamb shanks dry with paper towels. Season all sides with 2 teaspoons salt, 1 teaspoon ground black pepper, and 1 teaspoon turmeric, rubbing the spices into the meat.

Brown the Shanks

In a large heavy-bottomed Dutch oven or deep pot, heat 3 tablespoons vegetable oil and 1 tablespoon butter over medium-high heat. When hot, add lamb shanks in batches, browning well on all sides (about 6–8 minutes per batch). Transfer browned shanks to a plate.

Caramelize Onions

Lower heat to medium, add the sliced onions to the pot and cook, stirring occasionally, until deeply golden and soft, about 12–15 minutes. Add minced garlic during the last 2 minutes and stir until fragrant.

Build the Sauce

Stir in 2 tablespoons tomato paste and cook 2–3 minutes to reduce raw flavor. Add remaining 1 teaspoon turmeric and mix well with the onions. Return the browned shanks to the pot, nestling them among the onions. Add dried limes (prick each once with a fork to release flavor) or bay leaf and dried lime powder if using.

Add Stock and Braise

Pour in 4 cups beef or lamb stock (or water) to come about 2/3 up the shanks. Bring to a gentle simmer, then reduce heat to low, cover, and braise gently for 2 to 2.5 hours until meat is very tender and pulling from the bone. Check occasionally and skim any foam. If using potatoes, add them in the last 40–45 minutes of cooking so they cook through without disintegrating.

Adjust Seasoning and Finish

When shanks are tender, remove the lid and increase heat to medium-high to reduce the braising liquid slightly if needed (10–15 minutes) to intensify flavor. Taste and adjust seasoning with additional salt if necessary and add 1 teaspoon sugar if the sauce tastes too acidic. Optionally add a few drops (about 1/4 tsp) rosewater at the end for a traditional aromatic lift—do not overdo.

Serve

Transfer lamb shanks to a serving platter, spoon braising sauce and caramelized onions over them, garnish with chopped parsley and serve with lemon wedges alongside the saffron chelo. If you made tahdig, place crispy pieces on the side or under the rice when plating.

Seasoning & Finishing

Taste final dish and balance flavors: add more salt, a squeeze of lemon, or the optional sugar or rosewater as desired. Ensure saffron rice is aromatic and lamb sauce is glossy; spoon sauce over rice when serving for classic Chelo Mahicheh presentation.
