Marinated Beef

Prepare and Marinate
Slice flank steak very thinly against the grain (about 1/8–1/4-inch). In a medium bowl combine 1.25 tbs soy sauce, 1 tbs oyster sauce, 1 tbs mirin, 1 tsp sesame oil, 1/2 tsp sugar, grated ginger, minced garlic and 1 tsp cornstarch. Add the sliced beef and toss to coat thoroughly. Let marinate at room temperature for 15 minutes or in the refrigerator for up to 2 hours.

Sear the Beef
Heat 1 tbs vegetable oil in a large skillet or wok over high heat until shimmering. Remove beef from marinade, letting excess drip off (reserve marinade). In a single layer (work in two batches if necessary), sear the beef for 45–60 seconds per side until just browned but not overcooked. Transfer seared beef to a plate and tent with foil to keep warm.
Broccoli & Sauce

Blanch or Steam Broccoli
Bring a medium pot of water to a boil and salt lightly. Add broccoli florets and blanch for 1 minute to brighten color and slightly tenderize. Immediately transfer broccoli to an ice bath or run under cold water to stop cooking. Drain and set aside. (Alternatively, steam 3–4 minutes until bright green and slightly tender.)

Make Sauce and Finish
In a small bowl whisk together 1/4 cup stock, 1 tbs soy sauce, 1 tsp oyster sauce, 1 tsp rice vinegar and 1 tsp brown sugar. Stir to dissolve sugar. In a separate small cup make a slurry by combining 1 tsp cornstarch with 2 tbs cold water and mixing until smooth. Heat 1 tbs neutral oil in the same skillet or wok over medium-high heat. Add the reserved marinade and bring to a simmer, scraping any browned bits from the pan. Pour in the prepared sauce and simmer 30 seconds. Stir in the cornstarch slurry and cook 30–60 seconds until sauce thickens and becomes glossy. Add blanched broccoli and toss to coat; simmer 1–2 minutes to heat through. If sauce gets too thick, add up to 1–2 tbs water or stock to loosen.

Combine Beef and Broccoli
Return the seared beef and any accumulated juices to the skillet with the broccoli and sauce. Toss everything together and heat for 1 minute to marry flavors. Taste and adjust seasoning with a pinch of salt or additional soy sauce if needed.
Rice & Garnish

Cook the Rice
Rinse 1 cup rice under cold water until runoff is mostly clear. Combine rinsed rice and 1.25 cups water in a small saucepan and bring to a boil. Reduce heat to low, cover and simmer 15 minutes (for jasmine rice) or until water is absorbed. Remove from heat and let sit, covered, 10 minutes. Fluff with a fork.

Assemble Bowls
Divide cooked rice between 4 bowls (about 1/2 cup cooked rice per bowl if serving 2–4; see servings). Top each portion with the beef and broccoli mixture. Garnish with toasted sesame seeds, sliced green onions and a pinch of chili flakes if using.
