Prepare shrimp
Rinse the shrimp and pat dry with paper towels. Using a small paring knife, make 3 shallow diagonal cuts along the underside (belly) of each shrimp without cutting through the shell or tail — this helps them straighten while frying.

Season the shrimp lightly with 1 tsp kosher salt and 1/4 tsp black pepper. Toss in 2 tablespoons potato starch (or cornstarch) to coat; this helps the batter adhere and yields a crispier finish. Place shrimp on a tray and chill briefly while you make the batter (5–10 minutes).

Prepare an ice bath (bowl with ice cubes and cold water) to keep batter and shrimp cold if your kitchen is warm.
Tempura Batter

Keep everything cold
Chill the mixing bowl and whisk in the fridge for a few minutes or add some ice cubes under the bowl. Use ice-cold sparkling water and keep it in the fridge until ready. The colder the batter, the lighter and crisper the tempura.

In the chilled bowl, lightly beat 1 large egg. Add 3/4 cup ice-cold sparkling water and 1/4 cup ice-cold water, stirring gently to combine — do not overmix; a few lumps are fine.

Sift together 3 tbsp all-purpose flour, 1/2 cup cake flour, and 1/4 tsp baking powder (if using). Add the dry flour mixture to the wet ingredients and fold together briefly with a few strokes. The batter should be slightly lumpy and thin; do not develop gluten or make it smooth. Keep the batter on ice or in a cold bowl while frying.

Heat oil
Pour about 4 cups neutral oil into a heavy-bottomed pot or deep-fryer to create a 2–3 inch deep oil bath. Heat to 350°F (175°C). If you don't have a thermometer, test by dropping a bit of batter — it should sizzle and rise immediately, browning in about 60–90 seconds.

Put 1/2 cup all-purpose flour (for dredging) in a shallow dish. Lightly dust each prepared shrimp in the flour, shaking off excess. This thin flour layer helps the batter cling evenly.

Working in small batches (2–4 shrimp at a time to avoid crowding), dip each dredged shrimp into the cold tempura batter, letting excess drip off for a second, then gently lower into the hot oil tail-first. Fry until the batter is pale golden and crisp, about 1.5–2.5 minutes depending on shrimp size and oil temperature. Rotate the shrimp if needed for even color.

Use a slotted spoon or spider to transfer fried shrimp to a wire rack set over a baking sheet or to paper towels to drain. Keep in a warm (not hot) oven at about 200°F (95°C) while finishing remaining shrimp so they stay crisp.

If oil temperature drops, allow it to return to 350°F between batches to keep fries crisp and non-greasy.
Dipping Sauce (Tentsuyu) & Finish

While frying, make the dipping sauce: In a small saucepan, combine 1/2 cup hot dashi, 2 tbsp light soy sauce, 2 tbsp mirin, and 1/2 tsp sugar (optional). Warm gently until sugar dissolves — do not boil. Remove from heat and let cool slightly.

Serve sauce in small bowls with 1–2 teaspoons grated daikon per bowl if desired. Garnish fried shrimp with toasted sesame seeds and chopped chives/scallions. Serve immediately with lemon wedges on the side.

If you want an extra-crisp finish, briefly re-fry cooled tempura at 375°F (190°C) for 10–15 seconds just before serving.
