Prepare produce
Trim and halve the fennel bulb; thinly slice one half crosswise into fine shreds. Core the apple and julienne or fine dice it into thin matchsticks (leave the skin on for color). Thinly slice the celery stalk. Mince the shallot finely. Reserve a tablespoon of chopped fennel fronds for garnish.

In a medium bowl combine mayonnaise, Dijon mustard, whole-grain mustard, lemon juice, honey, and chopped capers. Whisk until smooth.

Marinate
Rinse frog legs and pat dry with paper towels. Place them in a shallow dish and pour 1 cup buttermilk over to cover. Add a pinch (about 1/4 tsp) of salt and let marinate at room temperature for 20 minutes (or refrigerate up to 2 hours).

Prepare dry mix
While frog legs marinate, in a large bowl whisk together flour, cornstarch, 1.5 tsp kosher salt, 1 tsp freshly ground black pepper, smoked paprika, and cayenne until evenly combined.

Heat oil
Pour oil into a heavy-bottomed skillet or Dutch oven to a depth of about 1 to 1 1/2 inches (roughly 2–3 cups depending on pan size). Heat over medium-high until the oil reaches 350°F (175°C) on an instant-read thermometer. If you don't have a thermometer, test by dropping a pinch of the flour mixture—if it sizzles and browns slowly, it's ready.

Dredge frog legs
Working one at a time, remove a frog leg from buttermilk, letting excess drip back into the dish, then dredge thoroughly in the flour mixture, pressing the coating onto the flesh. Shake off excess and set on a wire rack. Repeat with remaining legs.

Fry
Fry the frog legs in batches, taking care not to crowd the pan. Fry 2–3 minutes per side until golden brown and internal temperature reaches 145°F (63°C) or flesh is opaque and flaky. Adjust heat to maintain oil at ~325–350°F to prevent over-browning while ensuring cooked-through meat. Use a slotted spoon or tongs to transfer cooked legs to a wire rack set over a sheet pan; season immediately with a light sprinkle of salt.

Finish
When all frog legs are fried, let rest 2 minutes. Optionally, squeeze a little lemon over them for brightness.
Plating & Garnish

Spoon a generous portion (about 2–3 tablespoons) of the apple–fennel–celery remoulade onto serving plates or a communal platter.

Arrange 4 fried frog legs on each plate atop or beside the remoulade. Garnish with reserved fennel fronds and lemon wedges. Serve immediately while hot and crispy.
