Score and season

Rinse the whole tilapia and pat dry thoroughly with paper towels inside and out. Make 3–4 diagonal slashes on each side of the fish to the bone (these help cooking and allow flavors to penetrate). Rub 1 tsp kosher salt and half of the white pepper evenly over both sides and inside the cavity.

Dust and rest

Lightly dust the fish with the 1 tablespoon cornstarch, rubbing it into the slashes and skin; this yields crisper skin when fried. Let the fish rest 10–15 minutes at room temperature while you prepare other ingredients.

Fry Fish

Heat oil

Choose a wok or large, deep skillet that fits the fish. Add about 1 cup neutral oil and heat over medium-high until shimmering and registering about 350°F (175°C) if using a thermometer. If you don't have a thermometer, test by dropping a small piece of ginger — it should sizzle immediately.

Fry

Carefully slide one fish into the hot oil and fry 4–5 minutes on the first side without moving it so the skin crisps. Gently flip using spatulas or tongs and fry the other side 3–4 minutes until cooked through and golden-crisp. (Timing will vary with fish thickness; internal flesh near the backbone should be opaque and flake with a fork.) Remove to a wire rack or paper towel-lined plate. Repeat with the second fish, reheating oil to temperature between batches if needed.

Drain and rest

Allow the fried fish to rest 2–3 minutes while you make the sauce. Keep fish warm in a low oven (about 200°F / 95°C) if you prefer.

Make Szechuan Sauce

Toast peppercorns and chiles

In a dry small skillet over medium heat, toast the Szechuan peppercorns 1–2 minutes until fragrant; remove and coarsely crush with a mortar and pestle or the back of a spoon. Briefly toast the dried red chiles 30–45 seconds until aromatic (be careful not to burn), then break into halves if large.

Sauté aromatics

Wipe most oil from the wok leaving about 2 tablespoons (or use 2 tbsp fresh oil). Heat over medium-high, add the sliced garlic, julienned ginger, and the white parts of the scallions. Stir-fry 20–30 seconds until fragrant. Add the toasted chiles and crushed Szechuan peppercorns and stir 10–15 seconds more.

Build sauce

Add the doubanjiang to the aromatics and stir-fry 20–30 seconds to bloom the paste. Pour in the Shaoxing wine and let it cook off 10–15 seconds. Add light soy sauce, dark soy sauce, Chinkiang or rice vinegar, sugar, chili garlic sauce (if using), and the chicken stock or water. Stir to combine and bring to a gentle simmer.

Bind and finish

Stir the cornstarch slurry to re-disperse and slowly whisk into the simmering sauce to thicken slightly — you want a glossy coating, not too thick. Turn off heat and stir in the sesame oil. Taste and adjust: add a pinch more sugar for balance, a splash more vinegar for brightness, or a touch more soy for saltiness.

Assemble & Garnish

Place each fried tilapia on a large serving platter. Spoon the hot Szechuan sauce and aromatics evenly over and around the fish, pouring some sauce into the slashes so it flavors the flesh.

Scatter the sliced scallion greens and cilantro over the fish, sprinkle the toasted sesame seeds and the thin sliced fresh red chili if using. Serve immediately with steamed white rice and extra sauce on the side.
