Cook fries

Preheat oven to 425°F (220°C) if baking, or heat a skillet with 1 tbs vegetable oil over medium-high heat if pan-frying. Spread frozen fries in a single layer on a baking sheet (or add to hot skillet). Cook according to package instructions until crispy and golden, about 12–18 minutes in the oven, flipping once, or 6–8 minutes in skillet, stirring occasionally. Season immediately with 1 tsp salt and set aside, keeping warm.

Make roux

In a small saucepan over medium heat, melt 1 tbs unsalted butter. When foaming but not browned, sprinkle in 1 tbs all-purpose flour and whisk continuously for 1 minute to form a light roux.

Add milk

Gradually pour in 1 cup whole milk while whisking to avoid lumps. Continue to cook, whisking constantly, until the mixture thickens and begins to bubble gently, about 3–4 minutes.

Finish cheese sauce

Lower heat to low. Remove from direct heat and stir in 3/4 cup shredded sharp cheddar and 1/4 cup shredded American (if using) a handful at a time until completely melted and smooth. Stir in 1/4 tsp Dijon mustard, 1/4 tsp Worcestershire sauce, 1/4 tsp freshly ground black pepper and 1/4 tsp salt. Taste and adjust seasoning. If the sauce is too thick, add up to 1–2 tbs milk to reach a pourable consistency. Keep the sauce warm over the lowest heat, stirring occasionally.

Prepare waffle

Toast or warm 1 mini Belgian waffle (or quarter a small waffle) until lightly crisp on the outside so it holds toppings. Place waffle on a small serving plate or in a shallow bowl (this recipe is for a small portion).

Assemble fries and cheese

Pile the hot fries directly on top of the warmed waffle. Spoon 1/2 to 3/4 cup of the warm waffle cheese sauce over the fries, distributing evenly so fries are well coated. If you prefer more sauce, add to taste.

Garnish and serve

Sprinkle 1 tbs chopped green onions and 1 tbs crushed cooked bacon (if using) over the sauced fries. Add a few drops of hot sauce if desired. Serve immediately while fries and cheese sauce are hot.
