Savory Pancake Batter
Mix dry ingredients
In a medium bowl whisk together the all-purpose flour, baking powder, salt, black pepper, and sugar until evenly combined.
Combine wet ingredients
In a separate bowl whisk the egg, milk, cold water, and 1 tablespoon neutral oil until smooth.
Pour the wet mixture into the dry ingredients and whisk gently until just combined. Do not overmix; a few small lumps are fine. The batter should be pourable but slightly thicker than crepe batter. If too thick, add up to 2 tablespoons more water.
Let the batter rest at room temperature for 10 minutes while you prepare the beef filling. Resting hydrates the flour and improves texture.
Beef Filling
Cook aromatics
Heat 1 tablespoon vegetable oil in a large skillet over medium-high heat. Add the diced onion and cook, stirring occasionally, until translucent and starting to brown, about 4–5 minutes. Add the minced garlic and grated ginger and cook 30 seconds until fragrant.
Brown the beef
Add the ground beef to the skillet. Break it up with a spatula and cook until no longer pink, about 5–6 minutes. Push excess fat out if there is too much; drain off any extra fat, leaving about 1 teaspoon for flavor.
Season the beef
Stir in the soy sauce, hoisin sauce, sesame oil, and ground pepper. Cook 1–2 minutes until sauces are warmed and coating the meat. Taste and add salt only if needed. Fold in the sliced green onions and remove the pan from heat. Transfer the beef to a bowl and keep warm.
Assemble & Cook Pancakes
Preheat skillet
Wipe the skillet clean and return it to medium heat. Add the remaining 1 tablespoon vegetable oil and swirl to coat. A nonstick or well-seasoned cast-iron skillet works best.
Cook pancakes
For each pancake, pour about 1/3 cup of batter into the skillet and immediately tilt and swirl to spread into a roughly 6–7 inch circle. Cook for 2–3 minutes until the edges set and the underside is golden brown and crisp.
Add beef topping
Spoon about 1/4 to 1/3 cup of the warm beef mixture over the half of the pancake. Gently press the beef into the pancake so it adheres. Optionally sprinkle a few extra sliced scallions or cilantro on top.
Finish cooking
Fold the pancake in half over the beef to make a half-moon pocket (or leave open-faced). Cook an additional 1–2 minutes, pressing lightly with the spatula, until heated through and both sides are crisp and golden. Transfer to a plate and keep warm while you cook remaining pancakes. Repeat with remaining batter and beef (you should get 4–5 pancakes depending on size).
Toppings & Serving
Serve the beef pancakes hot, garnished with extra scallions, cilantro, a drizzle of chili sauce or sriracha, and lime wedges on the side. These are best eaten immediately while crisp.
If serving family-style, offer soy sauce, extra hoisin, or your favorite dipping sauce.
