    In a small bowl, whisk together grated ginger, rice vinegar, lime juice, soy sauce, honey, and sesame oil. Adjust seasoning with a pinch of salt if needed. Set aside to allow flavors to meld.

    Rinse or wrap grated potatoes in a clean towel and squeeze out excess moisture. Transfer to a bowl. Add the egg, flour, cornstarch, salt, and pepper. Mix until just combined; the mixture should hold together but not be overly dense.

    Heat the neutral oil in a large skillet over medium-high heat. Scoop about 1/4 cup of batter per pancake, flatten into discs about 1/4 inch thick. Fry 3-4 pancakes at a time until golden brown and crisp on both sides, about 3-4 minutes per side. Transfer to a paper towel-lined plate to drain.
