Method
Prep the artichokes

Trim and prevent browning
Rinse each artichoke under cold water. Using a sharp knife, trim about 1/2 inch off the top of each artichoke to remove the thorny tips. Trim the stem flush with the base or leave 1/2 inch of stem, peeling its tough outer layer with a vegetable peeler if you prefer. Using kitchen shears, snip the pointy tips off the remaining outer leaves. Rub the cut surfaces immediately with the halved lemon to prevent browning; squeeze the lemon while rubbing so the juice covers the trimmed areas.

Fan the leaves slightly to dislodge any grit between the leaves and check the center choke for very small immature artichokes (no action needed for large ones).
Make the steaming liquid

In a large pot or deep wide saucepan with a tight-fitting lid, combine the water, white wine (if using), salt, bay leaf, and whole peppercorns. Bring the liquid to a simmer over medium-high heat.
Steam the artichokes

Place a steamer basket or an inverted heatproof rack in the pot so the artichokes will sit above the liquid. Arrange the prepared artichokes stem-side up (or stem-side down if you left the stems long) in the steamer basket so they sit above the simmering liquid. Cover the pot with the lid.

Reduce heat to medium-low to maintain a gentle simmer. Steam the artichokes until an outer leaf pulls away easily and the base (thick part) can be pierced with a knife without resistance: about 25–40 minutes for large artichokes. Check after 20 minutes for doneness and rotate the pot if steam distribution seems uneven. If the water level gets low, add a little more hot water as needed (avoid dumping cold water into the pot).

When done, carefully lift the artichokes with tongs and let them drain briefly stem-side down to remove excess liquid.
Prepare butter and lemon dipping sauce

While the artichokes steam (or right after you remove them), melt the butter in a small saucepan over low heat. Add the minced garlic and warm gently 1 minute until fragrant but not browned. Remove from heat and stir in the juice of 1 lemon. Keep warm.
Make mayonnaise-Dijon dipping sauce (optional)

In a small bowl, whisk together the mayonnaise, Dijon mustard, salt, and freshly ground black pepper. Taste and adjust seasoning or lemon juice if you want a brighter flavor. Chill briefly if you prefer a cold dip.
Serve

Place steamed artichokes on a platter. Serve with the warm garlic-lemon butter and the mayonnaise-Dijon sauce on the side for dipping. To eat, pull off an outer leaf, dip the base in butter or sauce, and scrape the tender flesh with your teeth. When you reach the center, remove the fuzzy choke with a spoon and enjoy the meaty heart beneath.
