In a medium saucepan, combine the White American cheese, Monterey Jack cheese, and cream cheese. Cut the cheeses into smaller pieces to help them melt evenly.
Pour in the milk and stir well to combine. Heat the mixture over medium-low heat, stirring frequently to prevent sticking.
Once the cheese is melted and smooth, add the diced tomatoes with green chilies, garlic powder, onion powder, and jalapeño (if using). Stir well to combine.
Add salt to taste and stir in the chopped cilantro. Serve warm with tortilla chips or fresh veggies for dipping.
