Add the softened cream cheese to the warm milk mixture in pieces. Whisk continuously until the cream cheese is fully smooth and incorporated, about 2–3 minutes.

Gradually add the cornstarch-coated shredded cheeses a handful at a time, whisking constantly and allowing each addition to melt before adding more. Continue until all cheese is melted and the mixture is smooth and velvety, about 3–5 minutes. Keep the heat at low to medium-low to avoid graininess.

Transfer the cooked aromatics and peppers into the saucepan with the melted cheese and stir to combine evenly.
