Method
Crispy Rice Cakes
Cook the rice
Rinse the short-grain rice under cold water until the water runs mostly clear. Drain. Combine the rinsed rice and 2 1/4 cups water in a medium saucepan. Bring to a boil over medium-high heat, then reduce to low, cover, and simmer 15 minutes without lifting the lid. Remove from heat and let rest, covered, for 10 minutes.
Season and cool rice
In a small bowl, stir together 2 tbs rice vinegar, 1 tsp sugar, and 1 tsp kosher salt until dissolved. Transfer the cooked rice to a wide bowl, gently fold in the vinegar mixture with a rice paddle or spatula to evenly season while fluffing. Spread the rice in an even layer on a parchment-lined sheet pan to cool for 20–25 minutes until slightly tacky but not hot.
Form rice cakes
Lightly oil your hands with the neutral oil. Divide the cooled rice into 8 equal portions (about 1/3 cup each). Using damp hands or a small ring mold (about 2.5–3 inches), press each portion into a compact patty about 1/2 inch thick. Place patties on a parchment-lined tray. Chill in the refrigerator for at least 20 minutes to firm up—this helps them hold shape during frying.
Prepare for frying
Remove chilled patties and lightly dust both sides with cornstarch (about 1/4 tsp per cake) and a light sprinkle of freshly ground black pepper. In a heavy skillet or sauté pan, heat 2 cups cooking oil over medium-high heat until shimmering and about 350°F (if using a thermometer). Add 1 tbs neutral oil and 1 tsp sesame oil to the skillet to flavor the surface.
Pan-fry until crispy
Carefully place rice cakes into the hot oil, working in batches so they don’t crowd the pan. Fry 3–4 minutes per side, pressing lightly with a spatula to maximize contact, until a deep golden-brown crisp crust forms. Adjust heat as needed so they brown without burning. Transfer cooked cakes to a wire rack set over a sheet pan to drain and stay crisp. Keep warm in a low oven (200°F/95°C) if needed while you finish other components.
Citrus-Marinated Salmon
Prepare marinade
In a shallow dish, whisk together 2 tbs fresh orange juice, 1 tbs lemon juice, 1 tbs soy sauce, 1 tsp honey, 1/2 tsp grated ginger, 1/2 tsp minced garlic, 1/4 tsp sea salt, and 1/4 tsp black pepper until combined.
Marinate the salmon
Cut the salmon into 8 small cubes or thin slices (about 1/2 inch thick) appropriate for topping each rice cake. Place salmon pieces in the marinade and toss gently to coat. Let them sit 8–12 minutes — long enough to lightly cure and take on citrus flavor but not so long that the texture becomes firm (if using sushi-grade raw service). If you prefer cooked salmon, reserve the marinade and briefly sear the salmon pieces in a hot pan 30–45 seconds per side until just opaque.
Citrus-Sesame Sauce & Assembly
Make the sauce
In a small bowl combine 3 tbs mayonnaise, 1 tsp soy sauce, 1 tsp rice vinegar, 1 tsp orange zest and 1 tsp toasted sesame seeds. Stir until smooth and taste — adjust seasoning with a pinch of salt or additional citrus if you want more brightness. Transfer to a squeeze bottle or small piping bowl for neat application.
Assemble the crispy rice
Place a warm crispy rice cake on a serving platter. If you reserved a little marinade, brush about 1/4 tsp onto the top of each cake. Gently arrange one or two pieces of the marinated salmon across each cake (about 1–2 oz salmon per cake depending on portion size). Drizzle a small line or dot of the citrus-sesame sauce over the salmon (about 1/2 tsp per cake).
Garnish and serve
Top each stack with a few microgreens or a small sprig of cilantro, a sprinkling of toasted sesame seeds, and a thin slice of orange or kumquat. Serve immediately with lime or lemon wedges on the side for extra citrus squeeze. If serving cooked salmon, ensure it is still warm when placed on the crisp rice.
