Prepare the Potatoes
Peel and cut the potatoes into thick chips. Rinse under cold water and pat dry with a kitchen towel.
Preheat the Oil
In a large pot or deep fryer, heat the vegetable oil to 180°C (350°F).
Make the Batter
In a bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the beer (or sparkling water) until smooth.
Fry the Chips
Carefully add the prepared chips to the hot oil in batches. Fry until golden and crispy, about 5-7 minutes. Remove and drain on paper towels.
Fry the Cod
Dip the cod fillets into the batter, allowing excess to drip off. Fry in the hot oil until golden brown and cooked through, about 4-6 minutes. Remove and drain on paper towels.
Serve
Serve the hot cod and chips with lemon wedges and tartar sauce on the side.
