Inspect the mussels and discard any with cracked shells or that remain open when tapped. Rinse mussels under cold running water, scrubbing shells to remove debris. Remove beards by pulling toward the hinge. Place cleaned mussels in a bowl of cold water for 10 minutes to expel sand, then drain. Optionally shock mussels in an ice water bath for 5 minutes to firm the meat, then drain thoroughly.

In a large, heavy-bottomed pot or sauté pan with a tight-fitting lid, heat the olive oil and 2 tablespoons butter over medium heat until butter foams. Add the chopped onion and minced shallots, season lightly with a pinch of salt, and cook until soft and translucent, about 4–5 minutes. Add the minced garlic, thyme, and red pepper flakes and cook 30–45 seconds more until fragrant, stirring constantly to avoid burning.

Deglaze & simmer
Raise the heat to medium-high. Add the white wine to the pot to deglaze, scraping up any browned bits, and let it simmer vigorously for 1–2 minutes to cook off some alcohol. Add the stock and bring the liquid to a simmer. Taste and season with about half of the salt and half of the pepper.

Finish the broth
Using a slotted spoon transfer opened mussels to a serving bowl and keep warm. Continue boiling the liquid for 1–2 minutes to concentrate flavors if desired. Stir in the remaining 1 tablespoon butter and the heavy cream (if using) and squeeze in the juice of 1 lemon. Adjust seasoning with remaining salt and pepper to taste.
