Prepare the Halibut

Pat the halibut fillets dry with paper towels and cut them into serving-sized pieces.

Make the Batter

In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and well combined.

Heat the Oil

In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Halibut

Dip each piece of halibut into the batter, allowing the excess to drip off, then carefully place it into the hot oil. Fry in batches, making sure not to overcrowd the pan, for about 4-5 minutes or until golden brown and crispy.

Drain and Serve

Use a slotted spoon to remove the fried halibut from the oil and place it on a plate lined with paper towels to drain excess oil. Serve hot with your favorite dipping sauce.
