Wash the cauliflower and break into small, bite-sized florets. Pat dry with a kitchen towel or let air dry for 10–15 minutes so excess water is removed (wet florets will make batter thin and oily).
If using larger florets, cut them into smaller pieces so they cook evenly and fry quickly.

Mix dry ingredients
In a large mixing bowl, combine the gram flour, rice flour (2 tbs), cornstarch, salt, turmeric, red chili powder, chaat masala (if using), and ajwain or cumin seeds. Whisk to blend evenly.
Make batter
Gradually add about half the hot water to the dry mix and stir with a spoon to form a thick, shaggy batter. Add remaining water a little at a time until batter coats the back of a spoon — thick enough to cling to florets but not runny. Adjust consistency: add a tablespoon more water if too thick, or a teaspoon more gram flour if too thin. Fold in chopped cilantro and green chili (if using).
Taste a tiny pinch of batter (optional) to check seasoning and adjust salt or chili as needed.

Heat oil in a deep frying pan or kadhai over medium-high heat. To test if oil is ready, drop a small pinch of batter into the oil — it should sizzle and rise steadily; temperature should be around 350–365°F (175–185°C).
Lightly dust the cauliflower florets with 1 teaspoon rice flour (this helps batter adhere) and shake off excess. Working in small batches (to avoid overcrowding), drop florets into the batter, ensuring each piece is evenly coated.
Carefully slide battered florets into hot oil. Fry, stirring gently and turning occasionally, until golden brown and crisp, about 4–6 minutes per batch depending on size. Smaller florets may take less time. Maintain a steady medium-high heat; lower if browning too quickly, or raise slightly if oil cools down and pieces absorb oil.
Use a slotted spoon to remove fried pakodas and drain on a wire rack or paper towels to remove excess oil. Repeat with remaining florets.
If making ahead, keep fried pakodas in a single layer on a baking sheet in a warm (200°F / 95°C) oven for up to 15–20 minutes to keep them crisp while finishing remaining batches.
Finish & Serve
Once all pakodas are fried, transfer to a serving platter. Sprinkle a little chaat masala or salt and squeeze lemon wedges over the top just before serving.
Serve hot with green chutney or ketchup.
