Prepare aromatics and roux
In a medium skillet over medium heat, melt the butter. Add the diced onion, green pepper, and celery. Sauté until vegetables are softened and translucent, about 4–5 minutes. Add the minced garlic and cook 30 seconds until fragrant. Sprinkle the flour over the vegetables and stir continuously for 1–2 minutes to cook the flour (forming a light roux).
Make creamy base
Slowly whisk in the milk so there are no lumps and the mixture becomes a thickened cream (1–2 minutes). Remove from heat and allow to cool 3–4 minutes so the residual heat doesn’t break down the crab meat when combined.
Combine crab filling
In a mixing bowl combine the picked crab meat, cooled vegetable-cream mixture, mayonnaise, Dijon, Worcestershire, hot sauce, Old Bay, parsley, lemon juice, salt, and pepper. Gently fold to combine, keeping lumps of crab intact. Sprinkle in the panko breadcrumbs a little at a time to bind until mixture holds together when pressed (you may not need all the panko).
Form bites
Using a tablespoon or small scoop, portion the mixture into 18–20 bite-sized rounds. Place them on a parchment-lined tray. If time allows, chill the assembled bites in the refrigerator for 15–20 minutes to firm up (helps for frying).
Cook bites
Pour the vegetable oil into a heavy skillet to reach about 1/4" depth and heat over medium-high until it reaches 340–350°F (or a bubble test: a small piece of bread sizzles and browns in ~35 seconds). Working in batches, carefully add crab bites to the oil without crowding. Fry 2–3 minutes per side until golden brown and heated through. Use a slotted spoon to transfer to a wire rack or paper towel-lined plate to drain. Keep warm in a low oven (200°F/95°C) if needed.
Remoulade (served with bites)
Whisk together the mayonnaise, Creole or Dijon mustard, prepared horseradish, chopped capers, chopped cornichon, hot sauce, paprika, lemon juice, salt, and pepper in a small bowl until smooth. Taste and adjust seasoning — add a touch more lemon or hot sauce if desired. Refrigerate at least 15 minutes to let flavors meld.
Plating & garnish
Arrange warm crab bites on a serving platter with a small bowl of remoulade. Sprinkle the bites with chopped chives or parsley and serve with lemon wedges. Serve immediately so bites remain crisp.
