Prep and par-cook potatoes

Place diced potatoes in a medium pot and cover with cold water by 1 inch. Add a pinch of salt. Bring to a boil, then reduce to a simmer and cook until just tender when pierced with a fork, about 6–8 minutes. Drain well and let steam-dry in the colander for 2–3 minutes.

Cook onions and peppers

While potatoes cook, heat a large skillet (10–12 inch) over medium-high heat. Add 2 tbs vegetable oil and 1 tbs butter. When shimmering, add the sliced onion and diced green pepper. Sauté until softened and starting to caramelize, about 5–6 minutes. Season lightly with a pinch of salt and pepper.

Fry potatoes

Increase heat to medium-high. Add the drained potatoes in a single layer as much as possible. Let them sit undisturbed for 2–3 minutes to form a golden crust, then stir/flip to brown other sides. Continue pan-frying, stirring occasionally, until potatoes are golden and crisp in spots, about 8–10 minutes total. Reduce heat if they brown too quickly.

Season and finish

Sprinkle smoked paprika, garlic powder, 1 tsp salt and 1/4 tsp black pepper over the potatoes and toss to coat. Taste and adjust seasoning. Cook 1 more minute to toast the spices. Stir in 1 tbs chopped fresh parsley if using. Transfer home fries to a warm plate and keep warm while you cook the eggs.

Choose style

Decide how you'd like the three eggs (scrambled, fried over-easy, or sunny-side). The following directions make soft, creamy scrambled eggs. If you prefer fried eggs, skip to the 'Fry eggs' step instructions.

Beat eggs

Crack the 3 eggs into a bowl. Add 1 tsp milk or cream (optional) and a pinch of salt and pepper. Whisk vigorously until the mixture is uniformly yellow and slightly frothy, about 20–30 seconds.

Cook scrambled eggs

Heat a nonstick skillet over medium-low heat and add 1 tbs unsalted butter. When the butter has melted and begins to foam but not brown, pour in the beaten eggs. Let sit undisturbed for 10–15 seconds, then with a silicone spatula gently push edges toward the center, forming soft folds. Continue gently stirring and folding every 10–15 seconds until the eggs are mostly set but still slightly glossy and creamy, about 2–3 minutes total. Remove from heat just before fully set; residual heat will finish them. Season with remaining salt and 1/4 tsp black pepper and fold in chopped chives or parsley if using.

Alternative — Fried eggs

To make fried eggs instead: heat a skillet over medium, add 1 tbs butter. When foaming, crack eggs into the pan. For sunny-side up, cook 2–3 minutes until whites are set but yolks remain runny; cover for 30–45 seconds if needed. For over-easy, cook until whites set then flip gently and cook 15–30 seconds more. Season with salt and pepper.

Plate and serve

Arrange a generous portion of home fries on the plate and top or place beside with the three eggs. Garnish eggs and potatoes with remaining chopped parsley/chives. Serve immediately.
