Activate yeast
Combine warm milk (about 105–115°F / 40–46°C) and 1 tablespoon warm water in a small bowl. Stir in 1 teaspoon sugar and the instant dry yeast. Let sit 5–8 minutes until foamy.
In the bowl of a stand mixer fitted with the dough hook (or in a large bowl by hand), combine bread flour, remaining 3 tablespoons sugar and 1 teaspoon salt. Whisk briefly to distribute.
Add the foamed yeast mixture, softened butter (4 tablespoons) and 1 large egg to the flour mixture. Mix on low to combine, then increase speed to medium and knead 6–8 minutes until the dough is smooth, elastic, and slightly tacky. If the dough is overly sticky, add up to 1–2 tablespoons more flour; if too dry, add 1 teaspoon water at a time.
Form the dough into a ball and place it in a lightly greased bowl, turning once to coat. Cover with plastic wrap or a clean towel and let rise in a warm draft-free spot until doubled, about 60–75 minutes.
After the first rise, gently punch down the dough to release gas. Turn it out onto a lightly floured surface and divide into 8 equal portions (about 80–90 g each). Shape each portion into a smooth ball by folding edges under and rolling on the counter.
Place shaped buns on a parchment-lined baking sheet, spacing about 2 inches apart. Cover loosely and let rest for 25–30 minutes until puffy (final rise). Meanwhile prepare the soboro topping and egg wash.
Soboro (crumb) topping
In a medium bowl, cream together 4 tablespoons softened butter and 1 cup granulated sugar until the mixture is light and grainy. Use a wooden spoon or paddle of a mixer on low.
Gradually add 1 cup all-purpose flour to the butter-sugar mixture, breaking up lumps with your fingers or a fork. The goal is coarse, sandy crumbs that hold together slightly when pressed. If the mixture seems too wet, add up to 1 tablespoon more flour; if too dry, a tiny splash of milk (1/2 tsp) will help.
Once crumbly, use your fingers to rub and break the mixture until you have irregular crumbs roughly the size of coarse breadcrumbs and some pea-sized bits. Keep uncovered at room temperature while buns finish their final rise.
Finish & Bake
Preheat the oven to 350°F (175°C) with a rack in the center while the buns finish their final rise.
Using your hands, press and sprinkle a generous amount of the soboro crumb onto each egg-washed bun, covering the entire top surface. Press lightly so crumbs adhere well; you want a thick, even crumb layer.
Bake the topped buns in the preheated oven for 15–18 minutes, or until the crust is golden brown and the soboro is crisp. Rotate the pan halfway through baking for even color.
Remove from oven and transfer buns to a wire rack to cool. The soboro will crisp further as they cool. Serve warm or at room temperature.
