Prepare fish

Rinse the mackerel under cold water and pat completely dry with paper towels. Make 2 shallow diagonal slashes about 1/4-inch deep on each side of the fish; this helps cook evenly and allows flavors to penetrate.

Salt and rest

Sprinkle 1 teaspoon of kosher salt evenly inside the cavity and 1 teaspoon across the exterior of each fish (total 2 tsp salt divided between fish). Place the fish on a wire rack set over a tray and refrigerate, uncovered, for 20–30 minutes. This firms the flesh and draws excess moisture for better browning.

Make marinade

While the fish rests, whisk together rice vinegar (2 tbs), mirin (1 tbs) and soy sauce (1 tbs) in a small bowl. Add freshly ground black pepper (1 tsp) and stir to combine.

Brush marinade

After resting, brush the marinade over both sides of each fish and inside the cavity. Let sit at room temperature 10 minutes to take off the chill and let flavors meld. Do not overmarinate — this is a quick brush rather than a long soak.

Preheat and oil grill

Preheat grill, broiler, or grill pan to medium-high (about 425–450°F / 220–230°C). Lightly oil the grates or pan with the neutral oil or cooking spray to prevent sticking.

Grill the fish

Place the mackerel skin-side down on the hot grill or in the grill pan. Cook undisturbed 4–6 minutes until the skin is crisp and nicely charred at the contact points. Flip carefully using a wide spatula and cook the second side 3–5 minutes until the thickest part of the fillet is opaque and flakes easily. Total cooking time will be about 8–11 minutes depending on fish size and heat. Internal temperature should reach 125–135°F (51–57°C) for medium; cook a little longer if you prefer well done.

Optional broiler finish

If using an oven broiler, place the marinated fish on a foil-lined baking sheet, skin-side up, 6–8 inches from the broiler. Broil 5–8 minutes until skin is blistered and flesh cooked through, watching closely to avoid burning.

Rest

Transfer the fish to a serving plate and let rest 2–3 minutes. This allows juices to redistribute and makes for easier handling when serving.

Garnish & Serve

Transfer each whole mackerel to plates. Serve with lemon or sudachi wedges (4 pieces) to squeeze over the fish, a spoonful of grated daikon (1 cup) on the side, and a sprinkle of thinly sliced green onions (2 tbs). Offer shichimi togarashi (1 tsp) at the table for those who want heat.
