Prepare the Eggplant
Slice the eggplant into 1/4-inch thick rounds. Sprinkle with salt and let them sit for about 30 minutes to draw out moisture. Rinse and pat dry.
Make the Batter
In a bowl, combine the all-purpose flour, cornstarch, black pepper, and garlic powder. Gradually add water to create a smooth batter.
Heat the Oil
In a deep pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Fry the Eggplant
Dip each eggplant slice into the batter, allowing excess to drip off. Carefully place the battered slices into the hot oil. Fry until golden brown and crispy, about 3-4 minutes per side.
Drain and Serve
Remove the fried eggplant from the oil and drain on paper towels. Serve hot with your choice of dips.
