Tater Tot Layer

Preheat and prepare pan

Preheat oven to 400°F (200°C). Lightly grease a 9x13-inch full pan with 1 tablespoon butter or nonstick spray.

Arrange the frozen tater tots in an even single layer across the bottom of the prepared pan (about 48 tots), leaving minimal gaps so they bake into a cohesive base.

Dot the remaining 1 tablespoon butter over the tater tots, and sprinkle 1 teaspoon salt and 1/2 teaspoon black pepper evenly over them.

Bake the tater tots for 18 minutes to start — they should be beginning to crisp but not fully browned. Remove from oven and set aside while you prepare the cheddar mixture and gravy.

Cheddar & Binder

In a medium bowl, combine 3 cups shredded sharp cheddar, 4 oz softened cream cheese, 1/2 cup sour cream, 1/4 cup sliced green onions, 1/2 teaspoon garlic powder, 1/2 teaspoon onion powder, 1/2 teaspoon salt, and 1/4 teaspoon black pepper.

Using a rubber spatula or electric hand mixer on low, blend the mixture until smooth and evenly combined. The texture should be spreadable but still a little thick so it sits on top of the tots.

Spread the cheddar mixture evenly over the par-baked tater tots, pressing lightly so the mixture fills gaps between tots and forms a consistent layer.

Gravy

While the cheese layer is being prepared, make the gravy: heat 3 tablespoons unsalted butter in a medium saucepan over medium heat until melted and foamy.

Add 3 tablespoons all-purpose flour to the butter and whisk constantly to form a roux. Cook the roux for 1.5–2 minutes until it smells toasty and turns a light golden color, taking care not to brown it too much.

Gradually whisk in 2 cups beef stock, adding a little at a time to fully incorporate and avoid lumps. Bring the mixture to a gentle simmer while whisking; the gravy will thicken as it heats.

Stir in 1 teaspoon Worcestershire sauce, 1 teaspoon soy sauce, 1/2 teaspoon freshly ground black pepper, and 1/4 teaspoon salt. Taste and adjust seasoning if needed. Simmer 2–3 minutes until gravy reaches a smooth, pourable consistency (should coat the back of a spoon). If too thick, thin with up to 2 tablespoons additional stock.

Remove gravy from heat and let cool 2 minutes so it won’t overly melt the cheese layer when poured.

Carefully pour the gravy evenly over the cheddar-covered tots, spreading gently with a spoon if needed to cover the surface. Aim for a saucy but not swimming finish — about 1/4–1/3 cup of gravy per serving equivalent across the pan.

Finish & Bake

Sprinkle the top with the remaining 1/2 cup shredded cheddar to create a melty top crust.

Return the pan to the oven and bake at 400°F (200°C) for 12–15 minutes, until the cheese is melted, bubbly, and the edges of the tots are golden and crisp.

If you want a more browned top, switch the oven to broil on high for 1–2 minutes, watching closely to avoid burning.

Remove from oven and let rest 5 minutes so the gravy sets slightly.

Garnish with 2 tablespoons chopped fresh parsley before serving. Cut into portions and serve hot.
