Make chocolate syrup base

Place the unsweetened cocoa powder and granulated sugar in a small heatproof bowl or measuring cup. Add the hot water (about 2 tablespoons) and whisk vigorously until a smooth, lump-free paste forms. This dissolves the cocoa and prevents gritty chocolate milk.

Combine with milk

Pour 2 cups of cold whole milk into a large glass or small pitcher. Add the chocolate paste to the milk.

Flavor and season

Add 1 teaspoon vanilla extract and a pinch of salt to the milk and chocolate mixture. The salt brightens the chocolate flavor.

Mix

Stir vigorously with a spoon or use a small whisk until the chocolate paste is fully incorporated and the milk is evenly colored. If you prefer frothier chocolate milk, shake the mixture in a tightly sealed jar for 20–30 seconds or blend briefly (5–10 seconds) with an immersion blender.

Adjust sweetness

Taste the chocolate milk and add more sugar, 1/2 teaspoon at a time, if you prefer it sweeter. Stir until dissolved.

Pour into serving glasses over ice if desired. Top with 2 tablespoons whipped cream and sprinkle 1 teaspoon chocolate shavings or a dusting of cocoa powder, if using.
