Prepare dough

Mix dry ingredients

Preheat the oven to 375°F (190°C). Line a baking sheet with parchment paper. In a large bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and salt until evenly combined.

Cut in butter

Add the cold cubed butter to the dry mixture. Using a pastry cutter, two forks, or your fingertips, cut the butter into the flour until the mixture resembles coarse crumbs with pea-sized bits of butter remaining.

Combine wet ingredients

In a separate small bowl, whisk together the milk, egg, and vanilla extract until combined.

Form dough

Pour the wet ingredients into the flour-butter mixture. Stir gently with a spatula until a shaggy dough forms. Do not overmix; the dough should hold together but remain slightly crumbly. If it seems too dry, add up to 1–2 tablespoons additional milk.

Portion dough

Turn the dough out onto a lightly floured surface and gently knead 4–6 times to bring it together. Divide the dough into 8 equal portions (for small hand-sized bags) or 4 for larger pockets. Flatten each portion into a 3–4 inch disk.

Add filling

Place about 1–2 teaspoons of your chosen surprise filling(s) in the center of each dough disk. If using combinations (for example chocolate + walnuts, or lemon curd + cranberries), keep total filling volume modest so sealing is easy. For cheese, place shredded cheddar and a pinch of black pepper.

Seal into bags

Fold each disk over the filling to create a half-moon or bring edges up to form a little pouch. Press edges firmly and crimp with a fork to seal completely so fillings do not leak. If dough resists sealing, dampen edges lightly with water before pressing.

Bake and finish

Egg wash and topping

Place the sealed Surprise Bags on the prepared baking sheet. Brush each lightly with the egg wash mixture. Sprinkle coarse sugar on sweet versions or sesame seeds on savory versions, if desired.

Bake

Bake in the preheated oven for 16–20 minutes for small bags (20–25 minutes for larger ones), until golden brown on top and cooked through. Rotate the pan halfway through baking for even color.

Cool and serve

Remove from the oven and transfer to a cooling rack. Let cool for 5–10 minutes before serving so fillings set slightly and are not piping hot. Serve warm or at room temperature.
